December 11, 2012 – Employers in West Virginia expect to hire at a moderate pace during the first quarter of 2013, according to the Manpower Employment Outlook Survey. Among survey participants, the West Virginia employment outlook is the third weakest in the nation.
From January to March, 14% of the companies interviewed plan to hire more employees, while 12% expect to reduce their payrolls. Another 72% expect to maintain their current staff levels and 2% are not certain of their hiring plans. This yields a Net Employment Outlook* of 2%.
“Employers’ hiring expectations for Quarter 1 2013 are much weaker compared to Quarter 4 2012 when the Net Employment Outlook was 12%,” said Manpower spokesperson Diane Strong-Treister. “Compared to one year ago when the Net Employment Outlook was 9%, employers are less optimistic about their staffing plans.”

*The Net Employment Outlook is derived by taking the percentage of employers anticipating an increase in hiring activity and subtracting from this the percentage of employers expecting a decrease in hiring activity.
For the coming quarter, job prospects appear best in Construction, Wholesale & Retail Trade, Education & Health Services, Leisure & Hospitality and Government. Employers in Durable Goods Manufacturing, Transportation & Utilities, Professional & Business Services and Other Services plan to reduce staffing levels, while hiring in Nondurable Goods Manufacturing, Information and Financial Activities is expected to remain unchanged.
Manpower Employment Outlook Survey Results for the United States
Of the more than 18,000 employers surveyed in the United States, 17 percent expect to add to their workforces, and 8 percent expect a decline in their payrolls during Quarter 1 2013. Seventy-two percent of employers anticipate making no change to staff levels, and the remaining three percent of employers are undecided about their hiring plans. When seasonal variations are removed from the data, the Net Employment Outlook is +12%, stable compared to the Quarter 4 2012 Net Employment Outlook of 11%.

The Manpower Employment Outlook Survey is conducted quarterly to measure employers’ intentions to increase or decrease the number of employees in their workforces during the next quarter. The Manpower Employment Outlook Survey’s United States results are based on interviews with 18,000 employers located in the 50 states, the District of Columbia and Puerto Rico, which includes the largest 100 Metropolitan Statistical Areas based on number of business establishments. The mix of industries within the survey follows the North American Industry Classification System Supersectors and is structured to be representative of the U.S. economy.
